Even if an individual needs to be responsible, it should start from the top 1% of the wealthy…

If the problem is well-identified and the solution is specific and clear
Why is the problem not solved, and why are the annual emissions increasing yearly?
There is something that we missed on the surface…
Imagine a world where highly polluted companies, governments, and the top 1% of the wealthy pay the total price of climate change; what will our world look like?
We probably could save our world tomorrow. The question is, for how long?
Climate change cannot be solved by 1-time action.
It requires a long-term commitment.
The climate cost imposed on highly polluted companies or through government spending will be transferred back to our daily lives or future generations.
How many of us could afford a significant increase in the cost of living?
If the price cannot be raised to reflect the cost, how many highly polluted companies and governments will survive after a year?
Shutting down a highly-polluted company or even a government is relatively easy.
The problem is, what are the consequences that the general public needs to take?
No energy usage, no transportation for healthy food and clean water, and no internet for communication with higher living costs.
Is that the life most people aspire to live in the next 30-50 years? Probably no.
The top 1% of the wealthy can afford the significant cost increase, but not the rest of us…
We have huge market demands for highly polluted companies and governments to support our daily lifestyles affordably.
And that is the core problem we face in our world…
Without market demands from users/voters, there will be no producers, not to mention pollution.
Nonetheless, most highly polluted companies and governments control more financial resources and regulation power than individuals.
Accordingly, we ask for different climate responsibilities across various stakeholders rather than granting free riding for any stakeholder.
And all that comes down to measurement across various stakeholders.
